Biography
ブラッド・ウィリアムズは、オーストラリアおよび日本で教育を受け、オーストラリアとシンガポールの大学で教鞭を執った後、現在は香港城市大学公共・国際関係学部に所属している。研究領域は東アジア国際関係論および比較政治学であり、特に日本の政治・外交を中心に研究を進めている。
初期の研究では、地方自治体が国際社会において果たす多様な役割と、それらが国家の外交政策に与える影響を分析した。最初の著書（Routledge 2007, 2009）は、日露関係における地方自治体の外交活動を考察したものである。その後の研究では、分析対象を沖縄の米軍基地問題や日本と台湾・中国の関係へと拡大し、地方自治体と国際政治の関連性を多角的に検討してきた。
近年は情報研究の分野にも取り組み、第二著書（ジョージタウン大学出版局、2021年）では、日本の対外情報機関とその能力を、グランド・ストラテジーとそこに組み込まれた規範の観点から分析した。現在は、外国人等による日本の土地買収と安全保障に関する研究を進めている。
これらの主要プロジェクトに加え、日本の政治や外交政策に関連する多様な課題（武器調達、市民社会、人道支援、人間の安全保障、北朝鮮による拉致問題、核拡散、秘密保護法など）についても論考を発表している。また、日本語書籍の英訳出版を手掛けるほか、国内外のメディアにも定期的に寄稿している。
ウィリアムズは英語に加えて日本語にも堪能であり、日本語による授業も可能である。研究・教育活動を通じて日本の学術界との連携をより一層深めることに強い関心を持ち、日本の研究者や教育機関との協働にも積極的である。
