He describes this move as an unmistakable escalation of trade conflict, noting that whether it develops into a full-scale trade war depends on the responses of the affected countries. With entities like the European Union, Canada, and Mexico considering potential responses, he observes early signs of such escalation. He further comments that while the immediate focus is on major steel suppliers to the U.S., such as Canada, Brazil, Mexico, and South Korea, the scope of the new U.S. tariffs is much broader, potentially impacting global trade dynamics. Professor Chaisse emphasizes that the ultimate target of these tariffs appears to be China, as the measures are designed to close loopholes that allow Chinese steel to enter the U.S. market through third countries.
