Dr Yvette To, an expert in China's technological upgrading at the City University of Hong Kong, said US sanctions laid bare the vulnerabilities of China's industrial capabilities. She said: "Chinese leaders were alerted to the reality that as Chinese industries become increasingly integrated into the global production network, they are also increasingly dependent on the external environment."
